California Daylighting Law Aims to Boost Crosswalk Safety in 2025

CALIFORNIA (November 12, 2024) – California’s new “daylighting” law, AB413, will be enforced beginning Jan. 1, 2025, with the goal of improving pedestrian safety at crosswalks statewide by increasing visibility around intersections. 

Under this new regulation, no vehicle—whether personal or commercial—may park or stop within 20 feet of any marked or unmarked crosswalk. This rule applies universally, even in areas without red curbs, and aims to give drivers a better view of crosswalks, particularly in busy urban neighborhoods.

Passed in response to a statewide increase in pedestrian injuries and fatalities over the past decade, the California Daylighting Law addresses what safety advocates say is a “line of sight” issue worsened by larger vehicle sizes and increased speeds. The law, advocates say, is a vital step in reducing accidents and protecting pedestrians in densely populated areas.

As cities across California work to implement the new requirements, many are repainting curbs and clearing potential visual obstructions at busy intersections. Although local authorities are responsible for managing the specific rollouts, California’s Department of Transportation encourages a swift statewide adoption to ensure consistent safety measures across counties.

Parking enforcement officers will begin with warnings for a few months in early 2025, educating drivers about the new restriction before moving to full enforcement, which could include fines that vary by location.
