Inspector General’s Report Exposes Caltrans’ Negligence Before I-10 Freeway Fire

CALIFORNIA (June 5, 2024) — A new report from the California Office of Inspector General has criticized Caltrans for neglecting safety protocols that potentially contributed to the devastating fire that destroyed part of the 10 Freeway in November 2023. 

The blaze, which erupted under a bridge near 14th and Lawrence streets in downtown Los Angeles, was intensified by flammable materials improperly stored under the freeway, a space leased and managed by Caltrans.

The Inspector General’s findings indicate that Caltrans failed to perform mandatory annual inspections and adequately address safety violations at the site. 

Over a period spanning 15 years, Caltrans reportedly conducted inspections only five times and did not effectively document these inspections or follow up on numerous safety concerns, including unauthorized subleasing activities.

The report also highlighted financial oversight issues, revealing that Caltrans failed to collect nearly $300,000 in unpaid rent for the property. In response to the Caltrans freeway fire and the ensuing scrutiny, the company has paused all new leases, subleases, and renewals for open storage properties, and is implementing stricter oversight measures.
