Orange County Tightens E-Bike Laws Amid Rising Safety Concerns

ORANGE COUNTY, CA (June 11, 2024) — Orange County is taking significant steps to address the increasing safety concerns associated with E-bike usage. Following recent incidents and growing public concern, the Board of Supervisors has introduced a set of regulations aimed at promoting safer riding practices among E-bike users.

Under the new rules, E-bikes are categorized into three classes:

  • Class 1 E-bikes: These provide pedal assistance up to 20 mph.
  • Class 2 E-bikes: These can propel themselves up to 20 mph without pedaling.
  • Class 3 E-bikes: Offering pedal assistance up to 28 mph, these bikes face the strictest regulations.

Significant among the new measures is the age restriction for Class 3 E-bikes, prohibiting operation by individuals under 16 years old. Additionally, all Class 3 riders are mandated to wear helmets on roads, bikeways, and trails. The Orange County e-bike law also stipulates that E-bikers must yield to pedestrians and equestrians on sidewalks, and restricts riders from operating more than two abreast on roads and bike lanes.

Recent disruptive behaviors, such as groups of riders traversing off designated paths, have prompted these changes. Supervisor Katrina Foley highlighted incidents of E-bikers causing disturbances in parks and endangering pedestrians. The new regulations empower park rangers and other officials to enforce these rules more effectively.

These regulations apply to all unincorporated areas of Orange County and county-managed locations. They are designed to complement existing city regulations, aiming to create a safer environment for both E-bike riders and the general public.
