
SANTA BARBARA, CA – City officials have approved new regulations for e-bikes, granting law enforcement more authority to address reckless riding and introducing a diversion program for young offenders.
The updated ordinance, which has been in development for months, is aimed at improving pedestrian safety and curbing unsafe behavior on city streets.
Under the new Santa Barbara e-bike rules, e-bikes are categorized into three classes: Class 1 bikes, which are pedal-assist only; Class 2 models, which include a throttle; and Class 3 bikes, which can reach up to 30 mph. Riders of Class 3 e-bikes must now be at least 16 years old and wear a helmet at all times.
Officials also addressed concerns over pocket bikes — small, high-speed electric motorcycles frequently seen in the city. These vehicles, which can reach speeds of 45 mph, are illegal on public roads and may be subject to impoundment.
While enforcement remains a challenge, authorities say the new regulations will provide officers with additional tools to address violations, including the option of education-based alternatives for first-time offenders.
